Bart Kollen
joined the Department of Economic and Community Development (DECD) as Deputy Commissioner in February 2016. He is responsible for managing the business development, financial review and compliance departments focused on attracting and retaining businesses to and in the state of Connecticut. Prior to joining DECD, Bart worked at Voya Financial (formerly ING US) and ING Insurance where he served in several different capacities since 1997. Prior to joining ING, Bart worked for the National Association of Manufacturers (NAM) in Washington D.C. on grassroots and public policy concerns.

Keri Lamontagne is the Manufacturing Field Representative for the CT Department of Labor, Office of Apprenticeship Training. With 20 years of experience in workforce development strategies, Keri promotes Registered Apprenticeship as a comprehensive method to develop a skilled workforce. Keri possesses a great wealth of knowledge on how Registered Apprenticeship can combine hands-on skills training with classroom instruction. Additionally, she is an expert on the other programs offered and administered by CT DOL with partners such as the Department of Economic and Community Development’s (DECD) Manufacturing Innovation Fund which supports training for manufacturing companies in CT.

Charles Daniels has been the Chief Financial Officer at Wepco Plastics for five years and is also the President of Connect Energy Resources. Prior to these roles he owned a construction company, a small business consultancy and worked for the Marriott Corporation. He has a Master’s in Business Administration with a concentration in Accounting and a Bachelor’s degree in Hospitality Management. In 2017 he was awarded CFO of the Year by the Hartford Business Journal and also earned his CMA. Charles is active in manufacturing workforce development groups, his church’s leadership, town government, is a youth mentor, and a member of IMA Hartford Chapter.
